BELFAST, Northern Ireland — October 12, 2026 — The Northern Ireland Executive, led by Agriculture, Environment and Rural Affairs Minister Andrew Muir, has formally approved groundbreaking animal welfare legislation to ban third-party commercial sales of puppies and kittens. Commonly known as “Lucy’s Law,” the regulatory update brings Northern Ireland’s commercial pet sales framework into direct alignment with statutory protections already enacted across England, Scotland, and Wales.
Dismantling Illegal Puppy Mill Pipelines
The legislation directly targets commercial puppy farming networks and illegal animal trafficking routes. Under the approved measures, commercial pet dealers and pet shop brokers will be prohibited from acting as intermediaries in domestic transactions.
-
Direct Breeder Purchases: Consumers seeking to acquire a dog or cat under six months of age must purchase directly from the licensed breeder at the animal’s place of birth.
-
Rescue Center Clearances: Non-profit shelters and legitimate rehoming organizations remain fully authorized to rehome animals, maintaining vital rehoming pathways.
-
Maternal Presence Mandate: Buyers must see puppies and kittens alongside their biological mother at the breeding facility prior to transfer, ensuring early-stage health and socialization standards.
