Namibia Confirms 127 FMD Cases on 15 Farms; EU Suspends Fresh Meat Imports

Namibia has escalated control measures after confirming 127 foot-and-mouth disease (FMD) cases across 15 farms in the //Kharas region (southern commercial zone), with 29,313 animals inspected on 68 farms as of October 5, 2026.

The outbreak marks the first incursion of FMD into Namibia’s internationally recognized disease-free commercial zone in six decades, threatening the country’s high-value beef export status to the European Union, United Kingdom, Norway, United States, and China.

Control Measures and Containment Strategy

In response, authorities have implemented:

  • Nationwide movement controls on cloven-hoofed animals and raw products.

  • Roadblocks, surveillance, testing, and tracing around infected and at-risk farms.

  • Plans for a containment buffer zone and reinforced veterinary fencing along borders with Botswana and South Africa.

President Netumbo Nandi-Ndaitwah has called for national cooperation, warning that the crisis threatens farmers, workers, and downstream agribusinesses.

EU Import Suspension and Economic Impact

The European Union has temporarily suspended imports of fresh cattle, sheep, and goat meat (and certain processed products) from Namibia’s previously FMD-free zone. The EU accounts for over 80% of Namibia’s beef exports, raising concerns about jobs, farmer incomes, and processing capacity utilization.

Industry analyses estimate that up to 60% of Namibia’s beef export earnings—roughly N$3.3 billion annually—come from EU, UK, and Norwegian markets, which are expected to close first.

Partial Easing of Internal Controls

On October 8, authorities partially eased some internal movement restrictions after traced livestock tested negative, but export bans and auction suspensions remain in force. Cooked processed meat and pasteurized milk products may move under specified conditions, while full restrictions persist in //Kharas.ground+1

The calibrated easing aims to reduce economic disruption while protecting disease-free zones and preserving prospects for regaining FMD-free status and market access.
