Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) has lifted its temporary suspension on poultry meat and related imports from Ukraine, effective 16 October 2026, after reviewing information from Ukrainian veterinary authorities and determining that the country’s poultry sector had regained avian-influenza-free status for the purposes of the restriction. The measure ends a suspension that had been in place since October 2021 following outbreaks of highly pathogenic avian influenza (HPAI) in Ukrainian poultry facilities.
The decision reopens a previously restricted trade channel. However, the immediate commercial impact should be assessed against Japan’s historical import figures: Ukraine supplied only 16 tonnes of poultry meat to Japan in 2021, the last year in MAFF’s published comparison showing imports from Ukraine. That was a very small volume relative to Japan’s total poultry-meat imports of approximately 1.093 million tonnes that year. The lifting of restrictions therefore represents a regulatory reopening rather than evidence of an immediate, large-scale change in Japanese poultry supply.
What Has Japan Announced
MAFF’s official notice, dated 16 October, states that Japan confirmed the relevant avian-influenza-free status using information supplied by Ukraine’s competent veterinary authorities, including details of disease-control measures. On that basis, Japan removed the temporary import suspension on the date of the announcement.
The suspension had been imposed after HPAI outbreaks were confirmed at poultry-keeping facilities in Ukraine. Japan’s restriction was part of its animal-health protection framework, designed to reduce the risk that imported material could introduce avian-influenza virus into Japan’s domestic poultry population.
The notice also clarifies that live poultry from Ukraine had not been eligible for import under bilateral import conditions. The announcement should not be interpreted as opening a new live-bird trade route.

The trade figures: reopening does not automatically mean a supply surge
MAFF’s published comparison, based on Japan’s Ministry of Finance trade statistics, provides a useful baseline.
